Building Resilient Healthcare in Bangladesh: A Strategic Approach for Urban Local Bodies

Together with our national consortium partners, Services and Solutions International Limited (SSIL) and Operations Research Group (ORG), GOPA Worldwide Consultants has been supporting the project management unit of the Asian Development Bank (ADB)-funded Urban Primary Healthcare (PHC) Services Delivery Project II over the past two years.

Technical assistance (TA) addressed two project components: 

  • Strengthening capacity of selected Urban Local Bodies (ULBs) related to urban PHC services delivery; 
  • Mitigating climate change risks and promoting climate change resilience.

A key aspect of the project was the support provided in preparation of the Strategic Health Action Plans (SHAPs) for the ULBs. The SHAP was the first organised effort at scale to influence the ULBs to change the approach from project mode to a longer-term service orientation in PHC, for their respective constituencies. 

Following detailed stock-taking of the current resources of the participating ULBs, and analysis of the key issues that need to be resolved, the SHAPs complemented the policy support initiatives that the TA team provided to the government (particularly the LGD), regarding reforms needed in the areas of Human Resource Management and financing. A final dissemination workshop was organised on 29 June 2024 to bring the project to a successful close.
