Support to the MCA-Morocco Agency in the Management, Monitoring and Technical Assistance of the Activities of the Charaka Fund

 In a nutshell

The Charaka Fund is part of the "Education and training for employability" project, in particular on "development of vocational training and employment" of Compact II, and supports:

  • the creation or extension of VT centres managed under a public-private partnership (PPP);
  • the rehabilitation and conversion of public FP centres from a traditional public sector-managed management model to a private sector demand-driven model managed as PPPs.

 

GOPA supports the MCA-M Agency in the implementation, management, monitoring, follow-up, monitoring and evaluation and closure of the activities of the Charaka Fund. The project puts attention to work ethics, confidentiality, social inclusion and gender, prevention and fight against fraud and corruption.

Our involvement

  • Development of tools for supervision, monitoring and evaluation of funded projects
  • Overall management of the Charaka Fund: physical monitoring of grant projects, administrative and financial monitoring, production of quarterly monitoring and evaluation reports of the Fund, support to MCA and coordination/participation in technical missions, management of communication
  • Technical and financial closure of the Fund, archiving and disseminating good practices and information on results and impact of the Fund
  • Introduction of PPP governance, support to the creation of PPP entities, trainings in governance and management
  • Quality assurance services for VET centers: design of a quality assurance (QA) register, development of a training plan on the register and implementation of training, monitoring the implementation of the register
  • Technical assistance and expertise upon the request of MCA-Morocco:
  • Conception and implementation of a GIS approach for each of the 15 TVET Centers, based on specificities of each of them (BPT, tourism, industry, etc.).
  • TVET pedagogy/curriculum design and delivery
  • Capacity building for TVET teachers and staff, trainings related to GIS, support for developing communication tools within all managing teams for the promotion of VET centers.
  • Education technologies for TVET (developing E-learning modules for online courses – 80 modules in total)
  • Managing equipment needs and installation for the 15 TVET centers.
