GOPA – KfW Collaboration Launches an Interactive Database for Evaluation and Learning

Collaboration between GOPA Worldwide’s Monitoring, Evaluation and Learning team and the KfW Development Bank has led to the development and public launch of the new KfW Interactive Database for Evaluation and Learning (IDEaL). 

IDEaL makes the collected evaluation results of KfW available to the general public in a single application. The combined project information, lessons learnt, and target systems used make it possible to precisely search for best practices and failures from completed projects. The application includes information from all reports from the last two decades, offering insight into a representative cross-section of the FC (Financial Cooperation) portfolio from all regions and sectors.

In January 2020, the journey towards implementation began with the goal to extract information on over 40 variables from approximately 700 ex-post evaluation reports from 2007 to 2022. These variables covered basic project details such as country, title, and costs, as well as indicators, risks, lessons learned, and four labour market variables. GPS coordinates were added and content was translated from German to English for accessibility, which provided the foundation for the IDEaL application.

In-house staff across the GOPA Consulting Group contributed significantly to IDEaL’s success, conducting quality assurance in their sectors (GOPA EEP+MEL+HSD; GOPA Infra; GOPA AFC; GOPA intec). Ultimately, outstanding collaboration and teamwork within GOPA Consulting Group, but also with KfW’s FZ – Evaluierung team resulted in a publicly accessible application offering a comprehensive view of the FC portfolio across all regions and sectors.
