Reform of the National Statistics System (NSS), Niger

In a nutshell

This project aims to improve the production of agricultural statistics by addressing the underlying causes of low quality data. The goal is to make these statistics accessible to users for analysis and decision-making, contributing to the development of data-driven policies. The project is based on six main pillars, including institutional development, strengthening staff capacities, developing a data management system, quality assurance, acquiring necessary equipment, and providing public access to data. The project has already achieved progress in refining its logic and monitoring indicators, establishing coordination mechanisms, sensitizing senior officials to statistical issues, and implementing a functional data management system and audit system. The approach involves optimizing human resources and resource planning, raising awareness of the importance of official statistics in development, improving data collection and analysis skills, and regularly updating the data management system. The ultimate goal is to produce reliable, high-quality data that supports evidence-based policymaking.

Achievements:
  • Refine intervention logic, progress monitoring indicators (process, output and short-term results) as well as baseline data and annual and end-of-cycle targets;
  • Establishment of a comprehensive list of assumptions for the success of the statistical reform sub-activity, as well as potential risks to the achievement of the expected results;
  • Establishment of the coordination mechanism for the statistical reform activity supported by the necessary background documents for the implementation of the NSS statistical capacity building activities;
  • Sensitization of the senior hierarchy of the Public Administration on the development of statistics on statistical issues;
  • Functional data management system open to the public;
  • Skills improvement of data producers in data collection and analysis;
  • Functional data audit system.

Our approach

Our team was able to transform the way how our experts and stakeholders in Niger approach statistical production work. Our strategy aims at optimizing human resources and plan resources effectively, while making sure that the data management system is functional and easily accessible to the public. We developed a plan for coordinating efforts and building up capacities to produce top-quality data. Our team of experts improved the skills of data producers in data collection and analysis by involving them deeply, while regularly updating the data management system. We worked closely with officials  to raise awareness on the usefulness and importance of official statistics for development policies and programs, while ensuring that the data produced is reliable, of good quality and meets the specific requirements.
